Toon Monster was created by copying Yugi's GY's "Summoned Skull" from "Mimicat" used by Pegasus in the original Kingdom arc.
However, the reality is that it is nothing more than a Summoned Skull card that has a mountain of demerits against the slight merits of the early Toon.
Even so, he can be Special Summoned with a single sacrifice, and he was just a monster with an ATK of 2500, and was an extremely strong monster among the early Toon Monsters.
In some ways, he is also a monster belonging to Archfiend, and in that sense, I feel that there is only a difference of 3 rarities from his Toon in Dragon Egger.

Comprehensive evaluation: 《Toon Dark Magician Girl》is often enough.
It's troublesome that you can't attack on the turn you Special Summon, and the overall damage tends to decrease.
It is possible to take over the self-destruction of 《Archfiend's Roar》with 《Toon Kingdom》, but it takes a lot of time and effort.

Advanced Toon has Toon BMG with no summoning sickness and plenty of support.
